Jeffery Talbert, PhD

Jeffery Talbert, PhD, serves as director of the CCTS Biomedical Informatics core. He is an expert in developing interdisciplinary translational research teams that address public health informatics problems using large administrative and clinical databases. He brings broad experience in health outcomes research, health services research, evidence-based policy, and Medicaid program analytics to address health disparities and improve health outcomes.  In addition to his role as an Associate Director of the CCTS, he serves as the Division Chief for Biomedical Informatics in the Department of Internal Medicine, Director of the Institute for Biomedical Informatics, and Deputy Director of the Center for Rural and Underserved Health Research. These leadership positions in university-wide interdisciplinary research centers facilitate identifying and developing research teams to solve emerging and persistent health problems. Dr. Talbert contributes to national consortiums including serving on the steering committee for the Medicaid Distributed Research Network, a collaboration on several NIH projects aimed at improving Medicaid program substance use disorder treatment outcomes with university and state government partners across 12 states. He collaborates with five CTSA hubs on a project to develop and evaluate automated identification of opioid overdose patients presenting to emergency departments. He has also worked with the Kentucky Medicaid program and the Kentucky Department for Behavioral Health for 29 years designing and developing research analytics platforms to improve Medicaid and behavioral health outcomes. He is the ideal contact for researchers interested in building teams to solve public health informatics problems that impact health outcomes.
